A Rochester Police Chief wrote an open letter (a real, paper letter) to known gang members and affiliations, explaining that the Police department would not tolerate the gang violence in their community. Luis and Shantell discuss the effectiveness of sending a message in this manner. A snail mail letter is seen by many as a passive form of communication, and might be ineffective to gang members, but is the very act of sending out the letter an important message? Lorelle also calls in and joins the conversation.
